Step 5: Plan Implementation, Evaluation, and Adjustment

Actions:

  • Obtain approval of the plan from the governing board, and set a timeline for revisiting the plan. 
  • Develop a strategy for publicizing the plan and assign sufficient staff to interact with the public.
  • Develop revision procedures.
After plan implementation:
  • Assign staff to compile necessary changes that come to light.
  • Learn and adapt: Track plan performance against metrics and success criteria; adjust the plan as necessary to reflect changed conditions or failed funding efforts; and seek replacement funding as needed. Revise plan timeline as necessary. 
  • Re-engage the community regarding any evolving priorities or timelines. 

Best practices:

  • Monitor for results
    • Use citizen science, and provide adequate training. Also, explain to citizens what the results mean and what will be the next steps.
  • Check for unforeseen impacts or consequences for vulnerable communities (e.g., gentrification).
  • Establish specific strategies for gathering and incorporating public feedback throughout plan implementation.  
  • Revisit and update the plan on a set schedule, so the public will know when to expect it. The plan should be revised periodically due to changing circumstances, just like the local comprehensive plan is reviewed every five years in Virginia.
  • Avoid letting political change or development pressure force changes to the community’s selected priorities in the plan; undertake meaningful community discussion first.
